Aizawl, Oct 28: Notification for by-election to Aizawl North- III Assembly constituency, issued by the Election Commission, was today published in the Mizoram Gazette, Chief Electoral Officer (CEO) Ms Manisha Saxena today said.
Talking to reporters in a press conference, Saxena buy gabapentin overnight delivery said polling for the by-election would be held from 7 am to 4 pm on November 21 and counting of votes would take place on November 24.
Filing of nominations would be opened from Thursday and the last date for filing nominations is November four.
Scrutiny of nomination papers would be conducted on November five while the last date for withdrawal of candidature is on November seven.
Electioneering for the upcoming by-poll would begin from 29 Ocotber and Aizawl Deputy Commissioner would be the returning officer.
The Aizawl North – II assembly seat fell vacant after former health minister Lal Thanzara resigned on August 18 over allegations of conflict of interests and misuse of power. Speaking to media, Ms Saxena said that the model code of conduct, which restricts the implementation of the schemes of MNREGA, extending relief and starting works in case of Natural calamities, drought, flood, drinking water, digging of bore-well, fodder, agricultural inputs and inputs subsidies to farmers, new development work including work under MPLAD, MLA and MLC LAD scheme, announcement and commencement of new projects, programme, concession, financial grants, defacement of property and use of government property for campaign purpose etc. shall be applicable only in respect of the areas falling the assembly constituency.
Replying to media over the candidature of Lal Thanzara against whom complaint has been submitted to the ECI, the CEO said that unless a person is convicted on criminal ground, he is free to contest the election.
She added EVM would be used and there will be 19 polling stations in the upcoming by-poll.
