Aizawl, Sept 20: The reason for late release of fund for SSA this year is due to late decision over change in Central Funding Pattern, RMSA release said Friday.
The clarification came after local media reports over the delay in the salary of SSA teachers for the last 3 months.
The release said that as per the suggestion of 14th Finance Commission the central government has changed the pattern of State Matching Share in Centrally Sponsored Schemes.
It said that the decision over this was not taken soon resulting into the late release of fund comparing to other years.
So far during 2015-16, the Centre has given Rs. 9 Crore for Adhoc release and the application for First installment has been submitted along with other important documents to MHRD on July 27, 2015, the release said.
Due to the late decision in the change of funding pattern, fund could not be released even after application was submitted.
Now, the funding pattern has been changed to 50:50 for the state and centre and office memorandum was issued on August 25, 2015 (No.13 (9)/PF-II/2004 North Block, New Delhi-110001, Dated 25th August, 2015). This shall be followed until further decision of the Cabinet, it added.
The application of Mizoram SSA for first installment was discussed on September 10, 2015 during Video conferencing with SC Khuntia, Secretary of MHRD in which MHRD Secretary said in the presence of Mizoram SSA leaders that they were trying to solve the matter at the earliest.
Meanwhile, Mizoram government has released its State Matching Share Rs. 9.59 crore (G.24017/5/2015-EDN Dated Aizawl, the 11th September 2015) and it shall be given out for salary as and when drawn, the release said, mentioning that Mizoram SSA spends Rs. 8.3 crore for the salary of its workers.
