Aizawl, Feb 8: First Information Report (FIR) report was filed with the state Anti-Corruption Bureau over alleged anomaly in the expense of Rs 466.51 used for Computerization of Civil Hospital Management Information System,Civil Hospital Aizawl.
The FIR was lodged on Monday against the health department and a consultancy by a person identified himself as Jeremy M Pudaite.
The FIR stated that Rs 466.51 lakh accumulated from Rs 419.86 lakh sanctioned by the North Eastern Council (NEC) and Rs 46.64 lakh sanctioned by the state government was spent for the computerization of Civil Hospital Management Information System, Civil Hospital Aizawl.
The data and documents obtained from health department through RTI showed that the contract was awarded to Spectra Consultancy Pvt. Ltd. on submission of expression of Interest and no tender was invited in connection with the contract, the FIR stated as it demand the state anti graft to probe into the matter over the award of contract to the consultancy without tender being invited.
Alleging that huge among had been spent beyond the required expense, the FIR said had tender been invited, the work could have been executed by Mizo contract at low cost as it was of no urgent.
The FIR added that a malpractice was also found during the course of inspection on Aizawl Civil Hospital and Zemabawka Mizoram State Cancer Institute conducted by Assembly Subject Committee III last year.
The FIR quoted Assembly Subject Committee III as reporting that no tender has been invited for contract that worth over Rs 400 lakh and internet connection has not been completed in each ward despite full payment by the government.
It therefore, sought the intervention of ACB to probe into whether computerization has been completed or not and whether the Spectra Consultancy Pvt. Ltd. has it own permanent site in Mizoram.
