Aizawl, Oct 8: Attending Niti Aayog Consultation Meeting on behalf of Mizoram, Planning Secretary Dr. C. Vanlalramsanga said that the Central Government needs to carry out cooperative federalism meaningfully for rapid development in the country.
Dr C. Vanlalramsanga said that in order to carry out cooperative federalism meaningfully, the State Government needs to be empowered as the decision maker regarding selection of development priorities, planning of development schemes / programmes / projects and regarding funding patterns.
With the setting up of NITI Aayog, the State Planning Machinery has become more important, Dr C. Vanlalramsanga said, adding that Planning Department needs to be upgraded. For this NITI Aayog needs to make a plan, he proposed.
Planning Secretary Dr C. Vanlalramsanga expressed his disagreement with the idea of using State Matching Share for Central Sponsored Schemes for making ownership.
He said that in order to have buy gabapentin over the counter real ownership, the State government rather needs to have ownership in projects design and implementation.
In the ongoing Central Sponsored Schemes, Dr C. Vanlalramsanga proposed that the present State Matching Share 90:10 may not be up further especially for the NE States.
Planning Secretary also spoke on the need of fiscal space by the States due to change in central planning mechanism.
He also proposed release of Rs 20,000 crore in NITI Aayog within this year and that too equally to each State as untied fund.
For Mizoram, Planning Secretary Dr C. Vanlalramsanga said that upgradation is necessary in Social Sector, Skill Development, Tourism, Agro-based industry etc. Mizoram has opportunity and comparative advantage in these areas, he said.
Carrying out of the Look/Act East Policy in a meaningful way is also important for Mizoram, he added.
