Aizawl, Aug2: In view of the slow pace of ‘Biometric Enrolment’ Process in Lunglei District, only 39.99% covered so far, the district authority has initiated a month-long Mobile Programme to speed up the process.
As per the programme, the Operators at the 8 Permanent Enrolment Centres (PECs) in the district would go visiting villages and carry out the biometric enrolment there. The district authority has also asked the Village Council, MUP, YMA, MHIP, and Church leaders to inform the people in their respective area of the initiative and cooperate with the Operators.
During the first phase of the PEC Mobile Programme i.e. during August, Enrolment will be done from 10:30 a.m. till 5:00 p.m. every day. Detailed schedule has also been chalked out and Charge Officers and Operators are asked not to leave their respective station during the programme. They are also asked to furnish Daily progress Report.
Biometric Enrolment’ based on National Population Register (NPR) after India Census 2011, was launched in Lungei District on 22 January 2014.
The initiative is carried out through Electronic Corporation of India Lt. (ECIL) and under ECIL, ISS and LYRA Consultancy Services are Vendors and a number of Operators are carrying out the task.
To supervise the task carried out for ‘Biometric Enrolment’, General Administration Department (GAD) and Deputy Commissioner Office have been appointed at the State Level and District Level respectively.
Under Deputy Commissioner Office, 9 Charge Officers have been appointed in Lunglei District. Through their initiatives, as on July 30, 2015, ‘Biometric Enrolment’ has been done for 50,908 out of the total 127,291 people above 5 years in the district.
While the central government expects to complete the first phase by June 30, 2015, and not less than 70% to be covered during the same period, only 39.99% has been covered so far.
