Aizawl, Feb 8: Just a day after the report of magisterial enquiry headed by Aizawl district magistrate Dr. Franklin Laltinkhuma said that crossing by a dumper truck beyond the permissible load limit was the main reason leading to the collapse of the Bailey bridge over Tlawng river on 2 December last year, opposition ZNP chief Lalduhoma on Monday came down heavily on Lal Thanhawla led Congress government and charged as inefficient to complete the construction of even a single bridge in many years.
Taking a jibe at Congress led state government, Lalduhoma said it’s a matter of shock and surprise that the Congress government has not been able to complete the construction of a bridge since the beginning of its rule.
“A government that unable to construct even a bridge is not the answer to the need of the mass,” Lalduhoma said as he slammed the government ‘inefficient’.
Pointing out Delhi Chief Minister Arvind Kejriwal as an instance, Lalduhoma said the former has been able to complete the construction of Fly over bridge 6 months earlier than the prescribed schedule which was said to be completed within 3 years and also saved Rs 150 crore out of the total amount earmarked for the project.
“A chief minister like Arvind Kejriwal is badly needed by the state of Mizoram,” Duhoma said, adding, a government that unable to build a bridge is not a solution to the problems of the people.
Rebutting the enquiry report that the Bailey bridge collapsed on being crossed by a dumper truck with excess load, Lalduhoma said when any bridge apart from Tlawng Bailey bridge collapsed, the main reason claimed by the government was nothing but was being crossed by a heavy laden truck beyond the permissible load limit.
“The main circumstance that led to repeated collapse of Tlawng bailey bridge was in fact the inability to complete the construction of a concrete bridge beside the bailey bridge even after lapse of many years,” Lalduhoma alleged.
He added that development would be a far cry from happening if a government customarily need 10 years to complete one bridge.
The Bailey bridge over Tlawng river on NH44- A which link Mizoram’s lone Lengpui airport to Aizawl collapsed on 2 December last year when a dumper truck crossed it. The incident resulted in the death of the handyman and injury of the driver.
FIR was lodged against the truck driver for allegedly crossing the bridge with a heavy load beyond the permissible limit.
On 8 December last year, the government instituted magisterial enquiry headed by Aizawl magistrate Dr. Franklin Laltinkhuma. The enquiry report submitted to PWD joint secretary on 6 February, said that the bridge collapsed as it was crossed by that particular truck of over 37 tons which was exceedingly beyond the permissible load limit of 15.5 tons.
The Bailey bridge over Tlawng river located between Sihhmui and Lengpui on NH 44 -A had collapsed 3 times within 14 months. It had first collapsed on October 31, 2014 and again on December 8, 2014 and December 2, last year.
